The BLCE offices are located north of  Leonardtown Rd (Rte 5) above SCHOOL STUFF next door to My Brother's Place.

The Black Leadership Council for Excellence (BLCE) is a 501(c)(3) non-profit organization located in Charles County, Maryland. Since 1989 the BLCE has sponsored numerous civic and multicultural programs in Charles County.

The mission of the Black Leadership Council for Excellence is to empower youth and community organizations by providing technical assistance in the areas of education, health, culture and civic participation.

The goal of BLCE is to enable youth and community organizations to solve community challenges. This goal is achieved by combining ideas of community involvement, popular education, cultural literacy, and spiritual values.

The primary objectives of the BLCE include: developing community social change in the areas of health and civic participation, developing youth leadership skills, developing youth career awareness, and developing community and youth awareness and appreciation of history, culture and the arts.

The BLCE has three major program divisions: Youth, Arts, and Civic Participation.
